This is a 5-day training course that focuses on monitoring and evaluation approaches for utilities. The course looks at corporate programmes as well as project level monitoring and evaluation techniques for utilities. The course also details how M&E frameworks and M&E plans can be structured to capture project progress and impact in utilities. Participants in this course appreciate the role of M&E units and/or M&E practitioners in utilities.

  • What is monitoring and its role in utilities
  • What is evaluation and its role in utilities
  • The key steps and processes in monitoring
  • Developing measurable indicators including Key Performance Indicators (KPIs)
  • Evaluation approaches for utility projects

 

Drafting M&E Frameworks

  • Introducing M&E Frameworks
  • Structure and contents of an M&E Framework
  • Developing a theory of change to describe the relationships ~activities, associated targets, and outcomes
  • Developing indicators, data sources, baselines and targets
  • Coming up with conceptual measures and operational definitions (indicators and metrics), along with baseline values, targets, monitoring schedules, data sources.
  • Reviewing M&E frameworks for projects

 

M&E Plans

  • The concept of M&E plans
  • Data collection plans
  • The plans for data quality reviews and audits
  • Framework for evaluating the intended outcomes
  • Monitoring and evaluation tools
  • M&E work plans and budgets

Performance Reporting and Dissemination

  • Introduction to performance audits
  • Basics and principles of effective report writing
