overview
This is a 5-day training course that focuses on monitoring and evaluation approaches for utilities. The course looks at corporate programmes as well as project level monitoring and evaluation techniques for utilities. The course also details how M&E frameworks and M&E plans can be structured to capture project progress and impact in utilities. Participants in this course appreciate the role of M&E units and/or M&E practitioners in utilities.

Through successful completion of this course, participants will be able to:

- Have a great understanding of M&E frameworks and M&E plans
- Develop M&E frameworks for utility projects and projects
- Conduct reviews of project M&E approaches and reports

Drafting M&E Frameworks
- Introducing M&E Frameworks
- Structure and contents of an M&E Framework
- Developing a theory of change to describe the relationships ~activities, associated targets, and outcomes
- Developing indicators, data sources, baselines and targets
- Coming up with conceptual measures and operational definitions (indicators and metrics), along with baseline values, targets, monitoring schedules, data sources.
- Reviewing M&E frameworks for projects

- The concept of M&E plans
